    Hi, Tom. Of course City Council should issue a conditional use permit for an upscale, regional jeweler like James Avery within the Historic Shopping District. I just re-read Ordinance 18-002 that City Council just passed last year. I think it is a very well-written ordinance that gives plenty of guidance to City Council for deciding what kinds of businesses should and should not be issued conditional use permits for operating within the Historic Business District. My only concern with the conditional use permit process in the context of the formula business ordinance is that permits should somehow be conditioned on the future growth and internal changes to a particular applicant’s business. For example, the day may come when James Avery is a huge national jewelry chain, or it may expand into a lower-end product line, or some other foreseeable business change that would at some point make it inappropriate for the Historic Business District. I urge City Council in all such applications to retain for the city some reasonable revocation conditions on conditional use permits. Thanks! John Detmar

    Don’t we have an ordinance about no chains on Main? Avery Jewelers has stores in several locations around the country. How does that fit into this ordinance? Thanks, Dorothy Jessee

    What is the story on Escrow Agreement on Traffic Signal? Is the city having to pay for something related to the traffic signal upgrade or is there a new location for a traffic signal that has not been installed or started yet?
